Montenegro is one of the newest and most beautiful countries in the world, and Mr. Dillon is recognized as being one of the foremost United States private attorneys with substantive experience in Montenegro.  As a testimate to Mr. Dillon's experience in developing trade and investment relations between the United States and Montenegro he took the lead as Executive Producer for the documentary "Montenegro:  Jewel of the Adriatic".

Chapter 1: Introduction to Montenegro

 

Montenegro is one of the most beautiful countries in the World.  Its natural wealth is very diverse, offering a unique blend of mountain and sea splendor, and Montenegro is commonly referred to as "wild beauty". Montenegro's sea and mountain beauties are situated very close to each other, enabling their enjoyment almost simultaneously.

Chapter 2: Beautiful Montenegro

 

Montenegro is a Mediterranean country, located in Southeastern Europe. Not only does Montenegro have excellent sea connectivity will all Mediterranean countries, and with the rest of the World, but it is quite close to all major European centers. The culture of Montenegro is as fascinating as its history and geographical position suggests. It has been shaped by a variety of influences throughout history. The Orthodox, Slavonic, Central European, Islamic, and seafaring Adriatic cultures, such as the Republic of Venice, have been the most important influences in recent years.

Chapter 3: Gateway to the Balkans

  

International businesses are beginning to take notice that Montenegro is becoming a business and economic “gateway” for the Western Balkans and, therefore, provides access to a potential consumer base of approximately 24 million people. Montenegro gained its independence from Serbia in 2006 and plans to join NATO and the European Union. In such a short time - since 2006 - Montenegro has established solid government-to-government relationships with the United States and her allies. In addition, the State of Maryland and the State of Maine are developing Montenegro as a logical and desirable business destination for businesses from those states. These examples should show all American businesses that Montenegro is important to future trade and commerce in the entire region. 

Chapter 4: Impressions and Business Environment

 

Since Montenegro's independence from Serbia in 2006, a number of Americans have begun doing business in Montenegro. This chapter highlights their impressions of Montenegro and the business environment for American businesses seeking to do business in Montenegro. 

Chapter 5: U.S. - Montenegro Business Council

 

Mr. Dillon is the Fouding Director and President of the U.S. – Montenegro Business Council, a private, nonprofit trade organization whose members are comprised of United States and Western Balkan businesses. The U.S. – Montenegro Business Council encourages trade and promotes business and commercial ties between the United States and the Western Balkans - viewing Montenegro as a strategic gateway to the Western Balkans.  In order of fulfill this mission, the U.S. – Montenegro Business Council makes available to its members a forum whereby they can familiarize themselves with the business opportunities available in both the United States, Montenegro, and the Western Balkans. By fulfilling its mission, the U.S. – Montenegro Business Council creates a competitive advantage for its members by providing them with the resources and knowledge necessary to successfully pursue business opportunities in the United States, Montenegro, and the Western Balkans.

Chapter 6: Montenegrin Investment Promotion Agency

 

The Montenegrin Investment Promotion Agency (MIPA) is a national investment agency set up by the Government of Montenegro in 2005 to promote foreign investments in Montenegro and to facilitate the economic development of Montenegro. The mission of MIPA is to partner with foreign and domestic investors, the public and private sector, and international groups and individuals to increase investments in Montenegro and help bring accelerated economic development, dynamic growth and prosperity for all Montenegrin citizens. It promotes specific projects to foreign investors and has a publicity function in bringing such projects to the attention of the international public. MIPA advances Montenegro as a competitive investment destination by actively facilitating investment projects in the country. 

Chapter 7: Investment Opportunities

 

Montenegro is full of solid business opportunities for American businesses ranging from internal and external distribution, solid waste and waste water treatment, banking, port development, infrastructure, tourism, and energy...to name a few.

Chapter 8: Relationship with Maryland

 

Mr. Dillon and Mendy Nitsch, the Director of International Affairs for the Maryland Office of Secretary of State, were the principal architects in arranging for a Friendship Agreement between the State of Maryland and Capitol City - Podgorica, the capital of Montenegro, to be signed on September 8, 2008. The Friendship Agreement between the State of Maryland and Capitol - City Podgorica is the first time any region of Montenegro and any state of the United States have formally agreed to work together to develop and promote trade and investment relations. On December 18, 2008, the State of Maryland established a trade office in Montenegro, making this the first trade office of any state in the United States in the Western Balkans.  Mr. Dillon, through the U.S. - Montenegro Business Council, manages the Maryland trade office in Montenegro and numerous Maryland businesses are now exploring business opportunities in Montenegro and the Western Balkans. 

Chapter 9: Relationship with Maine

 

Montenegro is a member of the National Guard State Partnership Program with the State of Maine. The Maine-Montenegro alliance was made possible by a Status of Forces agreement Mr. Vujanovic signed with Secretary of State Condoleezza Rice in Washington, D.C., May 1, 2007. The agreement makes it possible for the Maine National Guard and Montenegro's armed forces to conduct mutual military exercises, to hold regular exchanges and to engage in other forms of cooperation. 

Chapter 10: Now Is The Time

 

American companies should seriously consider doing business in Montenegro and using it as a "gateway" to the rest of the Western Balkans. Montenegro and the rest of the Western Balkans have numerous business opportunities for American businesses. Montenegro has free trade agreements with its neighboring countries and offers access to over 24 million potential consumers. Opportunities like these don't last forever...
