Charles Dillon was interviewed by Voice Of America with a delegation of public procurement officals. This delegation from Montenegro participated in training with the US Department of Justice to learn anti-corruption and fraud detection techniques. Charles Dillon was a major organizer and contributor of the event. (This interview was broadcast in the Balkans and is in Montenegrin.)

Charles Dillon's international documentary is officially released: The US - Montenegro Business Council and the Montenegrin Investment Promotion Agency (MIPA) held a press conference announcing the film and discussed some of the economic and trade opportunties between the United States and Montenegro.

Maryland’s Governor O'Malley announces the opening of five Maryland foreign trade offices – one of which is in Montenegro. Charles Dillon was the chief architech in the establishment of this trade office, and as a result of his efforts the State of Maryland is the first state in the United States to have a physical presence in the Western Balkans.
